Personality:
If you were to be expecting some kinda boy scout-type kid, a-la Adventures of Superman when he was a boy, when hearing the word 'Superboy', you would most likely be disappointed. Conner is everything but: cocky, brash, snarky, hard-headed, impulsive -- he's like your typical jock with cars, sports and girls going on in his mind most of the time, who likes to have fun and to be around friends. He might be serious at times, mature in the same way a growing teenager can be, but his most prominent trait is his big free spirit. He was labeled as 'Peter Pan' from Superman once, and that's pretty much from whom his personality is based from.
Kon's not the brightest of the bulbs around; not exactly stupid, just very simple-minded. He is reckless, somewhat naive, extremely impulsive and makes errors all the time. Because thinking that this huge woman from Akopolys is a good person just because she is acting 'nice' (and is really damn hot) or almost getting killed by a creepy bad guy together with the world's scariest superhero's daughter instead of calling someone who could've handled it better is totally normal for him. He gets into trouble, makes bad decisions -- often dragging other people with him -- but he always acknowledges them and learns from them. Giving up is totally not how he rolls.
Another big trait of Superboy is his sense of humor. He doesn't really care what kinda situation it is (even if he tries to refrain from reaaally serious ones), every time is time for a good snarky comment. And he is witty. Extremely so. His smart-mouth is his way of having fun and to lighten up the mood. It's questionably his greatest 'superpower': it works as an annoyance for enemies, it's great to woo the ladies and even to cheer his very grumpy, super serious best friend up.
He values friendship above everything else. He is extremely loyal and protective towards anyone who he considers a friend or is part of his family. He'd probably never stop trusting someone who he consider a friend and he'd most likely never forgive anyone who would betray that trust. The Teen titans, everyone from Young Justice, the old Cadmus Gang, Roxy Leech, etc; all of those people got that kind of special place for him.
Of course, the same could be said about his family as well: Ma, Pa, Clark, Kara... hell even Krypto, they are exactly everything he ever dreamed of every time he wondered how having a real family is.
Although, not all of his life has been a bed of roses. He's passed most of his life looking for his place, trying to understand who he is and what his purpose are. He's spent his first years right after awaking from his test tube in Hawaii, to carve out his image far away from Superman's shadow. He then moved to the Cadmus lab, working as a field agent and had his girlfriend get killed by one of his enemies. He then joined Young Justice and later the Teen Titans after a big screw up his old team made that had one of the Titans die. He discovered that half of his DNA donor was from the greatest villain in the world and almost killed all of his new team for getting brainwashed by him... In short, Conner's a kid who has been through bad to terrible things but he's never given up. It's just not the way he does stuff. But he's tough; really tough. And his dream would never be achieved if he doesn't keep going.
His biggest dream is and will always be wanting to become Superman. He has this thought of Kal hanging his cape up to a nail and him taking his place -- not dying, hell no, he likes Clark and he wants to be ready before filling the shoes of the world's greatest hero. It's for this that he tries his best as Superboy; he doesn't want to disappoint Kal and wants be just like him. Because the kid here thinks that Superman is this flawless being, who always does the right thing... and that is the man he wants to be.
He also sometimes wonders what having had a childhood means and wishes he had a real family. Though, the Kents gave him everything he had ever dreamed of.
His biggest fear, instead, is turning evil. He's been someone's puppet way too many times and nothing good ever came out from it. Especially after discovering that Lex Luthor is his human donor and the events that happened while he was under his control, his phobia of his "inner dark self" that has been developing since 'Black Zero' and has started to grow more and more.
But after all this, after having talked about what kind of boy he is, Kon is still a superhero. He was born -- or better, created -- as that, and if there is one thing that he is sure about himself and about his life, it's his place in the never-ending battle. Mind you, he loves being a superhero just as much as he finds it normal being one. He's probably the only one who can proudly say that he was saving people's lives from the real first day he was born. He did not hesitate a second to give his life for the world and he is probably ready to do it again if situation calls. He is proud of sporting the 'S' shield, he's earned it and he wouldn't do anything to dishonor it. Most of his beliefs on the subject are similar to the ones of Superman: no killing and always do what it's is right, even if what he does is not always the actual right thing.
If the situation calls and no matter what, he'll always fight for truth, justice . . . in his own way.
Abilities:
Superboy's abilities are a mix of the classic Kryptonian's Superpowers -- even though not as strong or as developed as a 'pure' Kryptonian -- mixed with a special personal power labeled by himself as 'tacticle-telekinesis'.
The first set consisting of the usual Superpower, superspeed, superstrength and super-everything else; while the second one is Kon's special trademark: A particular kind of telekinesis.
The TTK is composed by a telekinetic forcefield surrounding his body, it basically consisted of him being able to manipulate something by 'extending' this forcefield on everything he touched. It was his way to simulate Kryptonian-like powers back when he still hadn't started developing any, with some additional niches: like completely rendering an enemy immobile on the ground (as long as he didn't move a muscle either), disassembling items by just touching them, extending this forcefield to protect other people and etcetera etcetera.
He stated that he started using his TTK less to be more like Superman, but that also changed right after that for being scolded by the Big Blue because of it: "You need to use all your powers, Conner!"
